México ha cancelado los permisos vigentes de exportación de azúcar a Estados Unidos para evitar sanciones ante una “absurda” interpretación de convenios que regulan el comercio de edulcorantes entre ambos países, de acuerdo con un documento del que Reuters obtuvo copia.
El documento, una circular interna enviada por la cámara azucarera a ingenios en México el lunes y a la que Reuters tuvo acceso a través de dos fuentes, revela que el Departamento de Comercio de Estados Unidos (DOC) hace una interpretación equivocada de una cláusula de los llamados “acuerdos de suspensión”, firmados por ambos países a fines de 2014.
“Los funcionarios de bajo nivel del DOC, en una lectura muy legalista pero absurda de los Acuerdos, interpretan que no se debe exportar antes del 31 de marzo el 55 por ciento del estimado de WASDE (estimado mundial de abasto y demanda) de diciembre y que es un número muy bajo que pone a México ya en violación de los Acuerdos”, dice el informe.
El escrito señala que esta interpretación significa que México sólo podría exportar en los primeros seis meses del ciclo el 40 por ciento del cupo asignado por Estados Unidos, provocando una concentración de las exportaciones restantes, el 60 por ciento, en el segundo semestre del ciclo.
Ante esto y debido a que la Secretaría de Economía (SE), encargada de la política de comercio exterior, no tiene aún contrapartes en el DOC para resolver el problema y para evitar sanciones por una posible violación de los “acuerdos de suspensión”, la secretaría decidió cancelar los permisos, dice el documento.
“En virtud de que la SE no puede resolver el tema con el DOC, ya que no han sido nombrados los funcionarios encargados de tomar decisiones, los abogados en Washington de la SE insistieron en enviar comunicado al DOC reconociendo el problema y cancelando los permisos de exportación vigentes, a fin de que se reexpidan a partir del 1º de abril”, agrega el documento.
Directivos de la cámara azucarera no estuvieron disponibles para comentar y la SE dijo que por el momento no podía responder sobre el tema. No estuvo claro de inmediato cuántos permisos fueron cancelados.
El inversor multimillonario Wilbur Ross fue confirmado apenas el lunes como Secretario de Comercio de Estados Unidos, lo que le da luz verde al nominado del presidente Donald Trump para comenzar a trabajar en la renegociación de las relaciones comerciales con México y China.
Trump no ha llenado posiciones en varios departamentos, una situación que funcionarios mexicanos dicen vuelve difícil negociar en un ambiente de tensión por una postura más proteccionista de Washington bajo el nuevo gobierno estadounidense.
Los “acuerdos de suspensión” de diciembre del 2014 entre México y Estados Unidos evitaron una guerra comercial a través del establecimiento de precios mínimos y cuotas de los tipos de azúcar que las fábricas mexicanas pueden enviar a ese país, poniendo un final al libre comercio.
