La Secretaría de Hacienda y Crédito Público (SHCP) publicó, por primera vez, el Sistema de Alertas de los Municipios con 852 ayuntamientos considerados para la medición, de los cuales 108 fueron clasificados con “foco amarillo” porque su deuda superó el doble de sus Ingresos de Libre Disposición (ILD).
Entre los municipios con semáforo amarillo se encuentran 9 ciudades capitales como La Paz, Baja California Sur; Campeche, Campeche; Tuxtla Gutiérrez, Chiapas; Morelia, Michoacán; Cuernavaca, Morelos; Tepic, Nayarit; Hermosillo, Sonora, y Xalapa, Veracruz.
El sistema también arrojó que 248 municipios no entregaron información suficiente para llevar a cabo la medición, esto se debe principalmente a que son municipios que no tienen deuda o que son opacos.
Ningún municipio de los que entregaron información se ubicó en color rojo que implica deuda elevada, por lo que el resto de los municipios se clasificaron en color verde, que significa deuda sostenible dentro del Sistema de Alertas que ordenó crear la nueva Ley de Disciplina Financiera.
Los municipios que no entregaron información suficiente para ser evaluados enfrentarán restricciones para registrar financiamientos y obligaciones en el Registro Público Único, estas limitaciones persistirán hasta que entreguen los elementos necesarios para realizar la medición de endeudamiento.
De los municipios que no entregaron la información destaca el caso de Veracruz, pues 75 municipios no entregaron datos suficiente para que Hacienda evalúe su nivel de endeudamiento.
Alberto Hernández, director asociado en Fitch Ratings México, señaló que de forma general los municipios registran un endeudamiento sostenible y no representa un riesgo para el país, pues equivale a menos del 1 por ciento de la deuda subnacional.
Asimismo, indicó en entrevista que el cambio de gobierno en los municipios por las elecciones no representa un riesgo en el cambio de tendencia de la contratación de deuda por parte de los ayuntamientos.
