Fue en 2016 una vez que ganó la elección a la gubernatura Cabeza de Vaca que nombran a Irving Barrios titular de la Procuraduría General de Justicia y con esto el arribó de los abogados de Juan Carlos Yánez.
Ya en el gobierno de Cabeza de Vaca, asesinan al periodista Carlos Domínguez, siendo dos sicarios los que lo acribillan y ante la presión social por este crimen, el gobernador ofrece una recompensa de dos millones de pesos para dar con los responsables de este homicidio de un reportero allegado a la misma campaña del mandatario panista.
Ante la necesidad de dos chivos expiatorios, contactan a Juan Carlos Yáñez para buscar a dos personas que se presten a ser encerrados para aliviar la presión social en Tamaulipas y cobrar la recompensa que le ofrecden Natanael Castelán a Yáñez.
La oferta para Adrian Montes y David Mejía era de estar seis días detenidos en el CERESO y 500 mil pesos a cambio de inculparse por el asesinato y culpar al tío de Carlos Cantú Rosas, quien despreció al gobernador una posición en el gabinete estatal para irse a contender a la alcaldía de Nuevo Laredo por el Movimiento de Regeneración Nacional (MORENA).
Hasta el momento ya le dieron carpetazo al asunto e inculparon a otras personas, siendo un total de seis sujetos detenidos por este crimen en el que habría salido bien librado el gobernador y el policía secuestrador habría tenido una participación importante para tratar de no dejar cabos sueltos.
