Ciudad de México. El Servicio de Administración Tributaria (SAT) prácticamente multiplicó por tres en el primer semestre de este año los impuestos recuperados a través de la realización de auditorías a los contribuyentes, en comparación con el mismo periodo de 2019, como parte de un mayor ejercicio de fiscalización, de acuerdo con información oficial.
Entre enero y junio pasado, el SAT recuperó 269 mil 500 millones de pesos a partir de auditorías a contribuyentes, cantidad que multiplicó por 2.8 la correspondiente del mismo periodo de 2019, que fue de 94 mil 200 millones, indicó información del SAT.
La cifra fue resultado de un incremento en el número de auditorías, que pasaron de 29 mil 471 en el primer semestre de 2019 a 36 mil 859 en igual periodo de este año, lo que representó un crecimiento de 25 por ciento.
La ejecución de estas fiscalizaciones tuvieron un alto grado de certeza, lo que significa que de cada 10 casos, más de 9 resultaron con observaciones por parte de los auditores.
De acuerdo con los indicadores de recaudación de la Secretaría de Hacienda y Crédito Público (SHCP), para la realización de las 36 mil 859 auditorías se ejerció un presupuesto de mil 450.3 millones de pesos. Lo anterior derivó en una rentabilidad de 144.5 por ciento, es decir, que por cada peso invertido en realizar una auditoría se obtuvieron 144.5 pesos y una efectividad de 97.3 por ciento.
Cabe recordar que en materia recaudatoria, uno de los ejes del Plan Nacional de Desarrollo sectorial 2019-2024 tiene el objetivo de incrementar los ingresos tributarios mediante el combate a la elusión y la evasión fiscal, lo que garantizará que el gobierno cuente con los recursos necesarios para proveer servicios públicos de calidad y así contribuir al bienestar general de la población.
De acuerdo con la Organización para la Cooperación y el Desarrollo Económicos (OCDE), en 2018 los ingresos tributarios en México, a nivel gobierno federal, representaron 16.1 por ciento del PIB, cifra que se encuentra por debajo del nivel de países latinoamericanos como Brasil (33.1 del PIB) y Honduras (22.3 por ciento del PIB).
La actual estrategia del brazo recaudador de la SHCP ha sido en este ejercicio privilegiar la calidad sobre la cantidad en los actos de fiscalización.
Recauda 6.7 mil millones de pesos por multas
En el primer semestre de 2020 el monto de las multas fiscales por infracciones a las disposiciones sobre comercio exterior, por corrección fiscal, por incumplimiento o extemporaneidad a requerimientos, entre otras obligaciones, también tuvieron un importante incremento de 179 por ciento al pasar de 2 mil 415 millones obtenidos en la primera mitad de 2019 a 6 mil 741 millones de pesos.
Estos avances en el SAT, encabezado por Raquel Buenrostro, se obtuvieron incluso con una reducción de personal en los pasados seis meses de 410 empleados, con lo que la plantilla laboral descendió de 32 mil 879 a 32 mil 459 trabajadores.
Por otro lado, las devoluciones pagadas por el gobierno en favor de los contribuyentes entre enero- junio de 2020 aumentaron 16.2 por ciento en comparación con el mismo periodo del año pasado. De esta manera, el monto de los saldos en favor de los causantes se elevó 44 mil 25 millones al pasar de 271 mil 52 millones a 315 mil 77 millones de pesos.
Otro de los propósitos gubernamentales es procurar un sistema impositivo más equitativo y progresivo, de tal manera que represente un instrumento para la reducción de la desigualdad. Además, se espera avanzar en simplificar los trámites para el pago de impuestos, a fin de reducir la carga administrativa a los contribuyentes.

Durante la primera mitad del año, el número de funcionarios denunciados ante el Ministerio Púbico por la presunción de haber cometido algún delito creció 264 por ciento respecto al mismo lapso del año anterior, al pasar de 17 funcionarios a 62, principalmente de la Administración General de Aduanas, la Administración General de Servicios al Contribuyente y la Administración General de Auditoría Fiscal Federal, entre otras.
Los principales delitos que se les imputan son el acceso ilícito a sistemas y equipos de informática, contrabando, falsificción de documentos y uso ilícito de atribuciones y facultades.
