El gobierno de Tamaulipas, presidido por Francisco García Cabeza de Vaca, deberá responder a la Auditoría Superior de la Federación que le reclama 380 millones de pesos. Dicho dinero, de acuerdo con medios estatales habría sido desviado en “aviadores”, trabajadores que cobraron sin pruebas de laborar en la Secretaría de Salud del Estado.
“Con el número 2017-A-28000-15-1420-06-005 en el pliego de observaciones se habla de una desviación de 334 millones 415 mil 712 pesos por el pago a 996 ‘aviadores’, adscritos al ‘Hospital General de Matamoros Alfredo Pumarejo’; ‘Oficina Jurisdiccional 01 Victoria’; ‘Hospital General Tampico Dr. Carlos Canseco’, ‘HG Hospital General Altamira Dr. Rodolfo Torre Cantú’, de quienes no se acreditó su existencia en la visita física realizada”, publicó El Diario de Victoria.
Por su parte, Efraín Klerigan publicó que la Auditoría Superior de la Federación encontró pagos por cientos de millones de pesos a aviadores en la nómina del organismo Servicios de Salud de Tamaulipas, fondos no reintegrados a la Tesorería, pagos en exceso de concreto hidráulico en el municipio de Victoria, y desorden en el de Reynosa.
“Solamente en la primera de tres entregas de los resultados de la revisión a la Cuenta Pública de Tamaulipas, la Auditoría Superior de la Federación encontró que en el gobierno de García Cabeza de Vaca se desviaron, no se usaron correctamente, se erogaron sin documentación comprobatoria debida o no se reintegraron, casi 920 millones de pesos los cuales ahora deben regresarse tras iniciarse procedimientos sancionatorios”, explicó.
La observación 2017-A-28000-15-1420-06-006 refiere un daño económico de más de 446 mil 724 pesos por la falta de formalización de 10 contratos con trabajadores de honorarios, mientras que la número 2017-A-28000-15-1420-06-007 detalla un daño al presupuesto por 4 millones 401 mil 354 pesos, por concepto de pagos al Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (ISSSTE), con recursos del FASSA 2017, para cubrir préstamos otorgados por dicho Instituto a trabajadores del Régimen Estatal de Protección Social en Salud.
En un reporte al Congreso federal, al fiscalizar la gestión financiera de los recursos federales ministrados a la entidad federativa, a través del Fondo en el 2016, y en su caso, recursos ejercidos durante el 2017, también se encontraron irregularidades.
Se determinaron recuperaciones probables por 55 millones 345 mil pesos, integrados por 51 millones 302 mil pesos por transferir recursos de la Cuota Social y la Aportación Solidaria Federal 2016 a otra cuenta bancaria del programa del ejercicio fiscal 2017, así como 3 millones 178 mil pesos por destinar recursos del Seguro Popular 2016 para la adquisición de medicamentos que excedieron el precio de referencia autorizado y medicamentos no contemplados en el Catálogo Universal de Servicios de Salud, entre otras observaciones.
