La red de empresas fantasma utilizada por Javier Duarte en Veracruz también está involucrada en un posible desvío de fondos en Chiapas, durante el sexenio de Juan Sabines, actual cónsul de México en Orlando, revela una investigación de Raúl Olmos para Mexicanos contra la Corrupción y la Impunidad.
Tres compañías ligadas a la red fantasma de Veracruz obtuvieron contratos por 118 millones de pesos entre 2010 y 2012 para realizar labores de outsourcing en el Sistema de Trasportes Urbanos de Tuxtla (SITUTSA), en el que el gobierno de Chiapas tiene participación accionaria del 51%.
Ese sistema –conocido como “Conejobús”- fue creado por el gobierno de Sabines, en sociedad con los transportistas, con una aportación de más de 120 millones de pesos para la compra de 90 vehículos. Desde su inicio de operaciones, en 2010, se contrató a una red de empresas para que realizaran labores de outsourcing.
Los contratos
En enero de 2010, Sabines puso en marcha el sistema “Conejobús”, que es similar al Metrobús de la Ciudad de México, con lo que se buscaba modernizar el transporte público de Tuxtla Gutiérrez.
Para lanzar el “Conejobús”, el gobernador aportó fondos públicos para adquirir los vehículos, y en sociedad con los transportistas chiapanecos creó la Empresa SITUSA.
Desde su lanzamiento, se cedió la operación del “Conejobús” a tres empresas veracruzanas, a través de un esquema de outsourcing, en el que suministraban personal para el sistema de transporte y ofrecían servicios de
asesoría contable y administración.
Estas empresas de outsourcing son: RAVSAN Servicios Múltiples, que cobró en Chiapas más de 68 millones 600 mil pesos; Comercializadora Pagoli, que recibió 27 millones 850 mil y Corporativo Lizgar, con 22 millones 736 mil pesos. También fue contratada LG Asesores Corporativos SC, uno de cuyos colaboradores fue quien gestionó el registro legal de la marca Conejobús. Los contratos tenían vigencia hasta 2013, pero una serie de irregularidades detectadas aquel año en una auditoría, forzaron a su terminación anticipada.
Las empresas veracruzanas contratadas por el anterior gobierno de Juan Sabines en Chiapas, forman parte de una compleja red fantasma que comparte socios y domicilios.
