La Procuraduría General de Justicia del Estado de Coahuila, dictó auto de formal prisión en contra de Sergio Alonso Lozano Rodríguez, exalcalde de Allende, por los delitos de secuestro agravado al encontrársele relacionado con un caso de desaparición masiva de personas.
Lozano Rodríguez permanece en el Centro de Reinserción Social de Piedras Negras.
La Subprocuraduría de Búsqueda de Personas Desaparecidas, ha venido realizando las investigaciones en diversas etapas, y en la tercera, se contemplaba la consignación del exedil por el ilícito anteriormente citado.
La dependencia ofreció elementos de prueba que demuestran la intervención del expresidente municipal, como cómplice por omisión.
Tras las diversas diligencias desahogadas en la etapa de averiguación previa, se advierte que el exalcalde del municipio de Allende, Coahuila, tuvo conocimiento que integrantes del grupo delictivo de los Zetas, allanaron un domicilio de la familia Garza, el día 20 de marzo de 2011.
Luego de irrumpir en el domicilio privaron de la libertad con lujo de violencia a tres integrantes, a quienes trasladaron al rancho conocido como Los Garza, ubicado en la carretera Allende-Villa Unión; consintiendo el exalcalde estos actos, ya que con pruebas se sostuvo, que él se encontraba en el exterior de su domicilio, justo frente al domicilio de la familia Garza.
Derivado de las indagatorias, previamente a la comisión de estos hechos, Lozano Rodríguez, tuvo conocimiento de lo que iba a ocurrir toda vez que, el exalcalde y otro funcionario de ese momento, tuvieron una reunión con el grupo delictivo de los Zetas, quienes les notificaron sobre los ilícitos que iban a realizar en los días posteriores
En la misma acordaron no intervenir para facilitar su comisión, pues, dolosamente omitió llevar a cabo acciones tendientes para evitar en lo posible la lesión al bien jurídico tutelado por la norma que en la especie lo es la libertad.
Desde el pasado jueves 17 de noviembre en que fue detenido Sergio Alonso Lozano Rodríguez, permanece en el Centro de Reinserción Social de Piedras Negras.
