La Contralora municipal detalló que han detectado “decenas” de empleados que no acudían a trabajar en las diferentes direcciones; también encontraron incapacitados sin justificación médica
CIUDAD VICTORIA, Tamaulipas.- La Contraloría municipal detectó decenas de aviadores, comisionados sin razón e incapacidades de más de 10 años en el Ayuntamiento, las cuales muchas no tienen soporte médico, por lo que procederán con el área recursos humanos, para regular estas faltas.
Nora Rosalba Cepeda Guerrero, Contralora municipal, señaló que realizaron un ejercicio en el que participaron más de 2 mil trabajadores del Ayuntamiento, el cual arrojó algunas irregularidades que heredaron las administraciones pasadas.
“Hay personas que le preguntamos cuál es su función y nos responden que no se han presentado a trabajar desde diciembre del año pasado o desde enero, le preguntamos por qué y responden que nadie los vigilaba”, detalló.
“En otras situaciones han encontrado personas adscriptas que no ha sido comisionada, pero no está en ningún lado, aquí hay de todo, no sabemos qué cantidad hay de una cosa o de otra, no sabría decirte cuántas personas.”
Cepeda Guerrero informó, que la primer labor fue el revisar la plantilla que se les entregó para que los trabajadores se acercaran con los nuevos directores y, de esta forma, se llamara a aquellos que aparecen, pero no se presentan.
“El dato exactos no lo tengo, de alguna dirección 16, 18 personas de otro 20, pero todavía el dato no lo tenemos, todo el mundo tiene una adscripción, pero no están físicamente ahí”
Respecto a los comisionados, dijo que recibieron el formado FRH05, en donde la administración pasada plasmó el número de personas que están comisionadas a otra área, por lo que están empatando la información.
“El área de Contraloría me entregan que tengo 8 personas y al llegar, solo tengo cinco, una de las tres restantes está comisionada con licencia sindical, la cual al ver su estatus, me doy cuenta que esta licencia vence hasta el 2019, entonces, no va a estar aquí hasta que concluya esta licencia”, expresó.
Otra irregularidad que encontró la Contraloría municipal, es respecto a las incapacidades, ya que existen algunas que datan de hace diez años, pero que no tienen soporte médico, es decir, que tal vez en su época sí fueron fundamentadas, pero no se les dio el seguimiento.
“Nos encontramos muchos casos de gente que tiene incapacidad médica, pero sin tener algún soporte, gente que tiene incapacidad desde hace tres, cinco o diez años, situaciones que a lo mejor en su momento fue cierto, pero luego ya no se les dio continuidad, si sigue en ese diagnóstico.”
Cepeda Guerrero afirmó, que su intención no es quitar un derecho que tiene el trabajador, solo verificar aquellos que sí merecen la incapacidad y retirarla de los que no fundamenten ese derecho, a faltar a sus labores.
